Since all transactions on U.S. issued credit cards are billed in US dollars, Visa converts any purchase or cash advance amount made in non-US currency outside of the US, Puerto Rico, or the US Virgin Islands into US dollars and applies a 1% processing fee. Purchases and cash advances made in US dollars outside of the US, Puerto Rico, or the US Virgin Islands are subject to a Visa fee of .80% for cross-border processing.
